It was decided to have a single copyright (Delhi IAPS) presentation for use by all members for uniformity. Aggarwal, Organizing Chairman ;Prof V Bhatnagar, Organising Secretary; Dr. Sandeep Agarwala, Eminent senior members, IAPS members from other states, Ladies and gentlemen.
Good afternoon.
I feel privileged to read out the Annual Report of Delhi chapter of Indian Association of Pediatric Surgeons September 2011-2012.
Today, the dreams of our members especially our Past President Col Rakesh Handa and Past Secretary Dr Anup Mohta of making the Annual meeting a bigger affair have materialized under the able organization of Prof V Bhatnagar. This First Grand Annual Conference of Delhi IAPS at AIIMS would lay the Foundation for many more in future. We now need to work on the suggestions of having Orations and I am sure we will be able to form the terms and conditions for that during our General Body Meeting tomorrow.
Last year has been an eventful year for the Chapter.
a) We have organized 4 clinical meetings and 1 web symposium during the last year which was well attended by the members and interesting cases were presented. After the Annual Conference at Safdarjung Hospital in September, 2011, clinical meetings were held at BL Kapoor Hospital, RR Hospital, Sir Ganga Ram Hospital and Kalawati Saran Children Hospital. One International web symposium on Minimal Invasive Surgery was organized and viewed as a group at RML Hospital.
b) During the last year, the Delhi chapter has gone out in the society for the promotion of the speciality. The PRO, Dr Anju Gambhir met Mr Sunil Gavaskar in October, 2011 and expressed the views of the Delhi members in the save the Girl Child campaign. On 28th February 2012, the PRO and the Secretary met Mrs Hema Malini, who was then the brand ambassador of Save the Girl Child campaign at the IMA hall that was flooded with around 1000+ people. We apprised her of the concerns of the Delhi Chapter of IAPS in antenatal detection & abortion in case fetus with congenital anomaly is detected as female. We also conveyed the concern about the delayed presentation of the Girl child with anomaly detected at birth.
c) The Delhi IAPS formed a blog on 14th March, 2012.
d) On 24th June, 2012, Prof Roy Choudhary participated in the Total Health program on Congenital anomalies that was telecast on DD News.
e) This year there have been many moments of pride for our members
· Prof DK Gupta who is currently on lien as Hon’ble Vice Chancellor of KGMU has also been appointed this year as the Director, Superspeciality Hospital, Noida under the UP Govt by the Chief Minister of UP, as an added responsibility in appreciation of his administrative abilities. This is yet another feather in the cap for the speciality and would open new avenues to Pediatric Surgery. Prof DK Gupta was also conferred the EUPSA Honorary membership Award during the joint congress of the EUPSA and the BAPS, held in Rome, June 2012. He was also recently invited to attend the Grand Rounds at Childrens hospital in Ohio, USA. Congratulations, Sir.

We could educate about 600 school children on 6th September. Dr Anju Gambhir, Dr Simmi Rattan and Dr Shilpa Sharma aired their messages to the public with a good coverage on FM Gold Channel (106.4) on 6th September on this occasion. The Public Lecture Series organized yesterday (7th Sept, 2012) at RML Hospital by Dr Amita Sen and Dr Anjan was a grand success. The Faculty Dr Meera, Dr R Handa, Dr S. Aggarwal, Dr Roy Choudhary, Dr D Bagga, Dr M Pawar & Dr Chavvi did an excellent work of Explanation in Hindi. The Public, patient’s relatives, Doordarshan team and other media personnel benefitted from the program. The program was mentioned in the DD news at 9pm.
Free OPD services are being offered at Sunderlal Jain Hospital, Maharaja Agrasen Hospital, Fortis, Shalimar Bagh and Sir Ganga Ram Hospital, courtesy to the efforts of our members in these hospitals Dr Rajeev Kulshrestha, Dr Anju Gambhir, Dr Harsh Wardhan and Dr Alpana Prasad. I am sure other private hospitals in Delhi are also joining in; the final reports are yet to come in. Banners have been put up at these hospitals and Public Education is being imparted.
Many of our members participated in Conferences and Workshops as invited faculty.
Delhi IAPS is extremely grateful to Hon'rable Vice Chancellor of KGMU, Prof D K Gupta for arranging a fruitful meeting with the Chief Minister, Smt Sheela Dikshit, yesterday attended by four of us; Hon'rable Vice Chancellor Sir, our President Dr Satish Aggarwal , PRO Dr Anju Gambhir and Dr Shilpa Sharma.
We handed over a two page detailed letter containing three heads
1. What is pediatric Surgery?
2. Problems faced in Delhi as regards the patients and the Doctors
3. Solutions
a) More Government Jobs
b) Insurance/ Monetary help to poor patients
c) Advertisement/ Awareness of the Speciality through Government.
I am happy to inform you all that our Chief Minister is very much with us. She has agreed in principle for advertisements of more jobs in Delhi Government hospitals with a remark “DONE”. Though she could not take in the insurance idea due to constraints of no control over the insurance companies and problem of many patients coming into Delhi for treatment from nearby states, However, by repeated persistence of four of us, she did ask us to be in communication with the Health Minister, Dr Kiran Walia with a framework of the severe anomalies in poor patients might be given monetary help from the Government under some scheme. This would include newborns with severe anomalies that are not getting beds in Government hospitals due to limited resources but do require early treatment to save their lives. We take this as a positive beginning and would follow this issue from door to door till its done. She was very happy to hear about our Pediatric Surgery Awareness Campaign and is keen to improve the awareness about conditions in children that may require surgery. The Delhi IAPS is grateful to the President IAPS, Dr V Sripathy and the Secretary IAPS, Dr. Kishore Panjwani for supporting us in our endeavors.
Financially, lAPS Delhi Chapter account has now increased from Rs 58,363 to Rs 83,363 only, with Rs 20,000 as donation from organizers of the 3rd Annual Conference of Research Section in August last year at RML hospital and ten new members. No expenses have been made in the last year during my tenure.
I thank all the members and especially our President Dr Satish Aggarwal, our Past President Dr Rakesh Handa, and our past Secretary and member of the Executive Committee from Northern India of the main body of IAPS, Dr Anup Mohta, for all the cooperation and guidance during this first year of my tenure as Secretary of the Association. I look forward to continuing support from ALL of you so that together we can achieve our target of making our Speciality a matter of Pride and thus help more children suffering from congenital anomalies.
Jai Hind.

Discussions were as follows
1. There was only one proposal for hosting the Annual Conference of Delhi IAPS from Prof Bajpai, AIIMS that was unanimously accepted by the members.
2. The letter given to the Hon Health Minister of Delhi State- Dr AK Walia on 5.3.13 was circulated. Delhi IAPS Members- Dr Anup Mohta ( EC member, IAPS), Dr Anju Gambhir (PRO, Delhi IAPS) and Dr Shilpa Sharma (Secretary, Delhi IAPS ) had a fruitful meeting of 30 minutes with Shri AK Walia at the Delhi Secretariat.
3. Dr Shilpa informed the members that Delhi IAPS would hand over a proposal to the Delhi Health Minister to advertise the posts of Pediatric Surgery in all major Delhi Government Hospitals. This would include starting Ped Surgery Departments (at least 3-6 posts) in Medical colleges like GTB (UCMS ), Ambedkar Hospital (proposed medical college) and Sanjay Gandhi (proposed medical college) and at least 2 posts in major hospitals like DDU. The members felt we should not ask for the numbers but just ask for creation of posts and leave it for the government to decide. All members agreed that this proposal should be a priority as it is the need of the hour.
4. The members debated about the recommended age for Pediatric Surgery. Prof Bhatnagar felt that the Government Hospitals are not be able to cope up with the workload even at a cut off age of 12. Dr Amita Sen rightly pointed out that more bed strength and Operating time would be required. Dr Arvind Sabarwal suggested that we could pick up those issues as well one by one.The members felt that raising the cut off age for the private set up would help to get more number of patients in the Pediatric Surgery domain. Dr Sabarwal informed the members that presently General Surgeons are operating upon 1-1.5 year old with hernias, and only the newborn patients are referred to the Pediatric Surgeon. A voting by hand raising count was called for; 12 versus 18 years. The majority of the members voted for 18 years as the cut off age. Dr Mohta informed the members that the Health Minister had told us to follow the IAP and WHO guidelines. It was thus decided to advertise 18 years as the cut off age. However, independent Hospitals were given the freedom to set up their cut off ages depending on the workload.
[ On a lighter note; in a few years, few heavily loaded hospitals may even think of bringing down the age to 5 years (as desired by General Surgeons), but remember that in Teaching Hospitals, you are admitting and operating patients to TEACH the trainees; ideally at least 30% patients should be operated upon by trainees in Teaching Hospitals]
5. Dr Mohta informed the members that the Health Minister has told us that the rate list for the surgical procedures of DMHS follows that of CGHS so we would need to get the revisions done in the CGHS list. Dr Shilpa informed the members that the DMA is currently working on revising the rate list and members of Delhi chapter IAPS who are also members of DMA should put in their efforts for the needful changes. Dr Anju Gambhir ( in abstentia) had offered to convey the same to the DMA authorities through Dr Ajay Gambhir who is an active member of the committee. Prof Bhatnagar informed the members that Dr Satpathy at AIIMS had made a rate list for CGHS few years back. Dr Rakesh Bhargav offered to help in pursuing this matter with the Health Minister. Dr Shilpa proposed that a committee should be formed to pursue this issue diligently. Dr Shilpa proposed a committee comprising of Dr Arvind Sabarwal, Dr Rakesh Bhargava, Col Rakesh Handa (in abstentia), Dr Anju Gambhir (in abstentia) and Dr Devendra Yadav.
6. Dr Shilpa informed the members that Delhi IAPS requested the Health Minister for Healthy Schemes to help poor patients. The Health Minister informed us of the Aroqya Neeti that can help poor patients. He expressed full support from the Government if the necessary documents are submitted for financial help to any poor patient for upto Rs 2 lakhs. Dr Anup Mohta and Dr Satish Aggarwal have utilized this scheme and are requested to provide the members with the details of the same.
7. Dr Shilpa informed the members that the Delhi Government is willing to support us for the cause of Public Awareness and also to conduct Pediatric Surgical Camps in the state. As Health is a State issue, we should all join hands to do our bit for the Society and promote the speciality as well.
8. A Warm Welcome to all the New Members ;

Dear Prof Bajpai,
On behalf of all the members of Delhi IAPS , kindly accept Hearty Congratulations to you and your team on the Grand Success of the Mega Pediatric Urology Conference that had around 377 delegates and 25- 30% of Urologists participating.
Every body attending the conference must have learnt something from the eminent speakers and renowned faculty. The auditorium being full even in the late evening hours is a testimony to the successful academic feast.
The hospitality, minute to minute detail, food and organization was praiseworthy, each delegate was satisfied & happy and I am sure this event would remain in their memories for long.
The efforts of ALL senior/ junior residents and the research staff was flawless due to your preemptive guidance that gave them the strength and direction to follow. Their tireless efforts in following the protocols, nicely laid out by you, to follow, with a smiling face demonstrated their dedication to their leader and the Event.
Prof S Agarwala and Prof M Srinivas along with the residents did a great job in the operation theatre contributing to the smooth running of the show.
The Delhi IAPS would like to thank you for giving Delhi IAPS an opportunity to participate in the Event. The Delhi IAPS Symposium on Urethral Strictures designed by Chairman Prof Satish Aggarwal and Prof Minu Bajpai was also a grand success. It gave an opportunity to demonstrate the operative skills of Dr Deepak Bagga, Dr Satish Aggarwal and Dr M Bajpai with the urologists Prof Amlesh Seth, Prof PN Dogra and Dr MS Ansari adding their contributions from the Urology side.
Congratulations to all Delhi IAPS members on a successful Annual and Conference at AIIMS that would be remembered for ages. It couldn't have been better. We also thank all the members for attending the event in large numbers.
We would have a GBM in the next clinical meeting .. would be announced soon. Delhi IAPS hopes the members would not mind the postponement of the GBM as a GBM need to be announced well in advance for adequate attendance and it was difficult to decide the appropriate timing for that in such an event with lots of happenings.
